The other patient somehow eventually switches cells with Chloe, and is dismissed from the hospital given that her depression was 'treated'These letters somehow caused the other patients to become violent, resulting in their assaulting the staff. It is likely that this mania has been contagious, and that this is why the hospital staff are since they are if the player explores the place.

However means by which they were infected, even though, meant they were unable to fully execute their duties as staff members--they likely stopped feeding the sufferers, and instead started performing bizarre/unethical 'treatments' on any people that they could find.
